Richards J. Heuer Jr. is a former CIA analyst and author who worked with the Agency’s Center for the Study of Intelligence. He compiled and edited a collection of internal CIA articles from 1978‑86, adding updates and a preface that frames the material for intelligence professionals. Heuer is known for introducing the Analysis of Competing Hypotheses and for his work on cognitive bias in intelligence analysis.
